Establishing Validity and Reliability for Locally Developed Instruments

The Common Guidelines for Education Research and Development suggests that evidence of and strategies for ensuring reliability and validity of data collection instruments should be provided in any research or evaluation plan. What is validity? How can I ensure the instruments I use are valid measures of the project? What is reliability? How can I accurately measure reliability? What are some ways to improve instrument validity and reliability? The What Works Clearinghouse Standards will provide a foundation to support our discussion about what types of validity and reliability evidence should be provided for MSP project evaluations. Specifically, we will discuss how to demonstrate that a measure is clearly defined, has a direct interpretation, and measures the intended constructs. We will also introduce a method for sharing instrument validity and reliability information through the TEAMS project.
